		<description>I agree with you that a large part of the answer to the problems that we are experiencing (certainly in the public sector) can be resolved through providing quality services.

Quality must not become more targets and standards however and instead be a systematic method for improvement based upon a thorough understanding of demand. John Seddon has laid out some excellent thoughts on this in his books (especially systems thinking in the public sector).</description>
